Pakistan Overseas Employment Guide
Plan legal work abroad step by step: the Protector of Emigrants process, how to verify a licensed Overseas Employment Promoter (OEP), a tick-box document checklist saved on your device, and a 5-question scam red-flag self-check.
1. Pick your destination
2. Legal process — step by step
- Get a genuine job offer. Either through a licensed OEP, a direct work visa from the foreign employer, or a nomination verified by the Pakistani mission abroad.
- Verify the OEP license. Ask the promoter for their license number and check it on the official Bureau of Emigration and Overseas Employment website (beoe.gov.pk). The license must be active and in the promoter's own name.
- Medical fitness test. For Gulf countries this is done at an approved medical center (for example the Wafid/GAMCA system for Saudi Arabia, UAE, Qatar, Kuwait, Oman and Bahrain). The medical slip is a required document for the Protector.
- Sign the foreign service agreement. A licensed OEP gives you a written agreement stating the job title, salary, working hours, accommodation and contract period. Read it before signing and keep your copy.
- Get the Protector of Emigrants stamp. Apply at the nearest Protector of Emigrants office (offices exist in Karachi, Lahore, Rawalpindi/Islamabad, Peshawar, Quetta, Multan, Gujranwala, Sialkot, Dera Ghazi Khan, Sukkur, Abbottabad and Malakand). You will need your passport, CNIC, job offer or visa, medical fitness slip, photographs, insurance certificate and the OEP agreement.
- State Life insurance and welfare contribution. Emigrant insurance and the Overseas Employment Corporation (OEC) welfare fund contribution are mandatory parts of the clearance.
- Pre-departure briefing. Attend the briefing at an OEC office so you know your rights, emergency contacts and the complaint procedure if your employer mistreats you.
- Fly on a work visa only. Immigration checks the Protector stamp on your passport at the airport. Travel on a visit visa for work is illegal and voids all your legal protection.
3. Document checklist (tick boxes saved on this device)
Tick each item as you arrange it. Your ticks are stored in this browser only, on this device.

4. Scam red-flag self-check (5 questions)
Answer honestly. Every "Yes" is one red flag.
How to use

This page is a practical guidance worksheet, not official legal advice and not a government service. Procedures, fees, office lists and medical systems change over time, so always confirm the current rules with the Bureau of Emigration and Overseas Employment (BEOE), an Overseas Employment Corporation (OEC) office, or the Pakistani mission in the destination country before you pay or travel. Never hand your original passport to an unverified agent.
