When a property is sold or ownership changes, the electricity meter should be transferred to the new owner so future bills are issued in the correct name. Use the two interactive checklists below to gather seller and buyer documents, track your progress, and estimate the total transfer cost.

  3. Fill the transfer application. Get the form from the sub-division office or the DISCO website and have both parties sign it.
  4. Submit at the sub-division office. Submit documents, pay the fees and collect the receipt.

Name change vs new connection

SituationWhat to do
Property sold, meter existsMeter transfer (name change). Same meter and connection, only the owner record changes. Lower cost and faster.
New construction, no meterNew connection application. Requires a demand notice, wiring inspection and meter installation. Costs more and takes longer.
Higher load neededLoad extension or tariff change, separate from transfer. May require wiring upgrades and a new security deposit.
Inherited propertyTransfer with the inheritance documents (succession certificate or registry) instead of a sale deed.

Common rejection reasons

  • Outstanding unpaid dues on the meter account.
  • Missing seller no-objection letter or affidavit.
  • CNIC details do not match the registry or sale deed.
  • Application submitted at the wrong sub-division office.
  • Missing latest paid bill or proof of dues clearance.
  • Signatures of buyer or seller missing on the application form.

Frequently asked questions

Most DISCOs require a no-objection letter or affidavit from the seller. If the seller is not available, the sale deed or registry plus an affidavit may be accepted; confirm with your sub-division office.

Commonly 7 to 30 working days, depending on the DISCO and whether premises verification is needed. Delays are usually caused by unpaid dues or incomplete documents.

No. If a meter already exists at the property, a transfer (name change) is enough. A new connection is only needed where no meter exists.

Outstanding dues must normally be cleared before the transfer is approved. Settle them with the seller before or during the purchase so the account transfers clean.

Check that the next electricity bill shows the new owner name and the same meter and reference number. You can also verify on the DISCO website or helpline.
