FPSC vs PPSC vs NTS vs PTS in Pakistan: Which Body Recruits for Which Government Job
If you are applying for a government job in Pakistan, you will keep meeting four names: FPSC, PPSC, NTS and PTS. They all run tests, but they are not the same thing, and applying through the wrong one wastes your time and your application. This guide explains, in plain words, what each body does, which jobs it handles, how its test usually works, and how to tell which one your post belongs to. Read the advertisement for your post first, because the advertisement always names the recruiting body, and that name decides everything else.
The Short Answer: Commissions Recruit, Testing Services Test
FPSC recruits for federal government posts. PPSC recruits for Punjab provincial posts, and the other provinces have their own commissions: SPSC for Sindh, KPPSC for Khyber Pakhtunkhwa and BPSC for Balochistan. NTS and PTS are testing services, not commissions. A department hires them to run a screening test, and the department itself makes the final selection. So a commission runs the whole recruitment process, while a testing service usually runs only the test part. That single difference explains most of the confusion.
| Body | What it is | Which jobs | Where to apply |
|---|---|---|---|
| FPSC | Federal commission | Federal ministries, divisions and departments, including CSS | The FPSC portal named in the advertisement |
| PPSC | Provincial commission | Punjab provincial departments and services | The PPSC portal named in the advertisement |
| SPSC / KPPSC / BPSC | Provincial commissions | Sindh, Khyber Pakhtunkhwa and Balochistan provincial posts | That province commission portal |
| NTS | Testing service | Screening tests for many departments and institutions | As directed in the advertisement; final selection by the hiring department |
| PTS | Testing service | Screening tests on the same pattern as NTS | As directed in the advertisement; final selection by the hiring department |
FPSC: The Federal Public Service Commission
FPSC handles recruitment for federal ministries, divisions and departments, and for the federal competitive examination known as CSS. Federal posts at officer level, such as BPS-16 and above, are commonly advertised by FPSC, although the exact posts vary with each advertisement. The FPSC process usually has more than one stage: an initial screening or written test, followed by further written papers for competitive posts, and then an interview for shortlisted candidates. FPSC publishes its own advertisements, sets its own schedule for each post, and announces results on its own website. If your post is in a federal department, check the FPSC website and the advertisement itself before you apply anywhere else. You can also check your marks and eligibility with our FPSC test marks calculator.
PPSC and the Other Provincial Commissions
PPSC stands for the Punjab Public Service Commission. It does the same job as FPSC, but for the Punjab province: provincial departments, district-level posts and Punjab government services. The other provinces work the same way through their own commissions. A provincial commission usually runs a written test of multiple-choice questions, and candidates who pass are called for an interview. For some posts there is also a psychological assessment or a subject test, depending on the nature of the job. The important point is that a provincial commission handles the full process, from advertisement to final recommendation, just like FPSC does at the federal level. If you live in Punjab but the post belongs to a federal department, you still apply through FPSC, not PPSC. Your home province does not decide the body; the department that owns the post does. For PPSC posts, our PPSC test marks calculator can help you estimate your score.
NTS: The National Testing Service
NTS is a testing organisation that departments and institutions hire to run screening tests. NTS does not recruit on its own. When a department wants to fill posts quickly, it may ask NTS to conduct a test, and then the department shortlists candidates from the NTS result and completes the rest of the process itself, which may include an interview or a skill test. NTS tests are usually multiple-choice papers covering the subjects named in the advertisement, such as English, general knowledge, Pakistan affairs, Islamiat, everyday science and basic mathematics, plus subject questions for specialist posts. Because NTS serves many different clients, the same NTS test format can appear for a teaching post, a bank post or a departmental post. Always read the advertisement to see what NTS is testing for your particular post, because the syllabus changes with the job.
PTS: The Pakistan Testing Service
PTS works in the same way as NTS: departments hire it to conduct screening tests, and the hiring department makes the final decision. PTS tests are also usually multiple-choice papers, and the pattern, subjects and passing marks are set out in the advertisement for each post. The practical difference between NTS and PTS for an applicant is small. What matters is not which of the two is running your test, but which department advertised the post, what the advertisement says about eligibility, and where you must submit your application. A candidate who prepares for the syllabus in the advertisement, rather than for a generic test, is always better prepared. Practise multiple-choice papers with our one-paper MCQ practice test.
So Which Body Is for Your Job? Five Steps
- Find the department that owns the post: federal or provincial, and which province.
- Read the advertisement line by line and note the body named in it, the portal address given in it, and the last date written in it.
- Apply only through the portal or method named in that advertisement.
- Prepare for the test pattern that advertisement describes, not for a pattern you saw for a different post.
- Keep your application record, your roll number slip when it is issued, and your result printout, because shortlisting and interview calls are checked against them.
If two advertisements look alike but name different bodies, treat them as two separate applications and follow each advertisement on its own terms. Before you apply anywhere, our guide to applying for government jobs in Pakistan walks through finding official advertisements and avoiding fake job sites, and the government job age limit calculator helps you check age eligibility.
Three Mistakes That Cause Most Wasted Applications
- Applying on the wrong portal, for example submitting a PPSC post through a general jobs website instead of the commission portal.
- Trusting a social media post that copies a real advertisement but changes the application link; always open the official website yourself and match the post title, department and reference number.
- Missing the closing date because the applicant waited for a reminder that never came. Set your own reminder a few days before the date written in the advertisement, and apply early, because portals slow down on the last day.
No agent or middleman can improve your application, and no payment outside the official channel stated in the advertisement is ever required by a genuine recruiter. If you are considering the competitive examination route, check your eligibility with the CSS exam eligibility checker.
In short, commissions recruit and testing services test. FPSC is federal, PPSC and its sister commissions are provincial, and NTS and PTS run screening tests for departments that hire them. Once you know which of these your post belongs to, the rest of the process becomes simple: read that advertisement, apply through the body it names, prepare for the test it describes, and track your application through the same body. That habit will save you from the most common and most expensive mistake in government job applications, which is preparing well for the wrong test.
Frequently asked questions
Which body conducts tests for federal government jobs in Pakistan?
FPSC, the Federal Public Service Commission, recruits for federal ministries, divisions and departments, including officer-level posts and the CSS competitive examination. Some federal departments also advertise posts through the National Job Portal or run departmental tests, so the advertisement for your post always names the correct body.
If I live in Punjab, do I apply through PPSC for every Punjab job?
No. PPSC handles Punjab provincial government posts, but a department in Punjab may hire NTS or PTS to run a screening test, or run its own departmental test. Your home province does not decide the body; the department that owns the post and the advertisement for that post do.
What is the difference between a commission test and an NTS or PTS test?
A commission such as FPSC or PPSC runs the full recruitment process, from advertisement to written test, interview and final recommendation. NTS and PTS usually run only a multiple-choice screening test; the hiring department then shortlists candidates from that result and completes the interview and final selection itself.
Can I apply for the same post through two different bodies?
No. Each advertisement names one recruiting body and one application method. Applying through a different body does not create a second valid application for that post, so follow the advertisement exactly and keep the record of the application you submitted through the named body.
Do NTS and PTS tests include an interview?
Usually not. NTS and PTS tests are normally multiple-choice screening papers. If the post requires an interview, a skill test or document verification, the hiring department arranges that stage after the screening result, as described in the advertisement.
